Teresa M. Longoria, Napa County, Chair
Terry Longoria, recently retired Director of Napa County Health and Human Services, an agency providing a unified, seamless approach to Social Services, Mental Health, Public Health and Substance Abuse Recovery Services. Terry is very involved in local community advocacy issues that affect the quality of life for children and families in Napa County. She currently serves as a commissioner on the Napa County Children and Families Commission.
Patricia Wyrick, Solano County, Vice Chair
Patricia’s work with children and families has been an underlying theme in her life and an intrinsic part of her career for the past nine and a half years. Her career has been a diverse one, comprised of a mixture of direct and indirect services to families and children in a variety of fields, including childcare, child welfare services, research analysis, program coordination, planning, monitoring, training, and technical assistance. She has also worked as a volunteer in various capacities, including tutoring, and facilitating youth groups for children at risk of abuse or neglect. She has enjoyed having the opportunity to work with children from all over the world in a variety of settings and countries, including Spain, Germany, and the U.S.
Mark Kaiser, Solano County
Mark has over twenty years experience in the community development field at both the State and local level. His experience ranges from CDBG and HOME programs to other state and federal assistance programs. Mark consults with cities and counties around the state on revolving loan fund projects. Mark’s current duties include management of the City of Fairfield’s neighborhood revitalization program, recognized at the state level as a model for other cities.
Elisabeth Frater, Napa County
Elisabeth received her JD degree at the Hastings College of the Law in 1988 and was admitted to the State Bar of California in 1989. Her areas of litigation practice include Civil and Criminal Law, Wine Business LAW, Worker's Compensation, Personal Injury and Wrongful Death. Among her many service activities, she serves on the Napa County Commission of Women, Napa Sierra Club, and the Hispanic National Bar Association. Presently she works with the Napa District Attorney's Office.
Laurence Fletcher, Napa County
Larry graduated from El Rancho High School (Pico Rivera, CA) in 1967. He also graduated from Long Beach State University with a Bachelor of Science Degree with a Major in Business Administration in 1974. He graduated from Pacific Coast Banking School held at the University of Washington, Seattle, with Honors in 1988. He is employed as a lender within banking industry for the past 30 years. His banking career began in Southern California where he grew up and has continued since relocating to Northern California in 1981.
Alicia Fernandez, Napa County
Alicia received her BA in Nursing from Gustavus Adolphus College in St. Peter, MN in 1993. Since graduation, she has dedicated her nursing career to the field of Pediatrics, concentrating her energy in the intensive care and critical care areas. Dealing with patients and their families in varying degrees of crisis, and providing support and compassion for everyone involved is what motivates and inspires Alicia in her practice of nursing. She has traveled throughout the U.S. with her career, working in various Children’s hospitals, trauma centers and county hospitals. She has been actively involved in the Burn Camp program for The Children’s Hospital of Denver, where she was an RN for their summer camp for 7 years. Alicia moved to the Napa Valley in 2002, and is currently employed per diem at Queen of the Valley Medical Center in the Pediatric unit.
